It is possible to extract the ttpkg from the maps if it is, just by downloading the map with the auto extract box checked in TTActivator.
I have not tried to put a map as you indicate in the nav4 devices.
The process of putting a map is an installation, the ttpkg packages consist of several files that the unzipped map does not have. I do not know if what you say is viable.
Only MSTMS members can comment with more knowledge. I will consult it.
My advice is to follow the instructions as is since the process described is the result of several tests.

As I thought it is not feasible to copy and paste a map on the card, the android system has an installation process that cannot be skipped.
I have made the consultation to the team and they have confirmed my suspicions with this very good and technical answer that I paste here below:
