upload folder possible problem
malwarebytes says that upload folder is malware ie trojan downloader
what's the consensus is it just a false positive.

It is a false positive, create an exclusion in your antivirus

The upload folder was created by me, and I assure you that it is clean. In windows10 it is very normal that programs that run applications like wget test positive because they are executed from a batch file.
The program that downloads the speed cameras uses the wget application to execute the download links.
