could there be a problem somehow with my command prompt as it is doing the same time with the easyusertool and the run me file?

Cannot believe that
Suspect firewall , antivirus and Defender first .
Also you should be logged in as administrator .
If you suspect command prompt then you have a Windows problem .
System-repair must be run from the Windows install-disk .
Otherwise you can try to restore to an earlier point in time , which can be done from within Windows .
