Thanks. Please help me on this. I downloaded and tried to extract it in WinRAR. I got the following error: "The archive is either in unknown format or corrupted" I get the same error for downloading other files here as well.

Windows 10 is what I am extracting with. It is for a Nuvi 3590 LMT

What do I need to do to ensure it to extract or un-RAR?

Did you use the latest winrar version?
It's not corrupted, I just tried it myself.
Use the latest Winrar application !

FYI - the first link you have - for Southern Europe - is dead. There is no file there.
