A conversion using a different firmware is unlikely to alter the problem if you have an ex-hire car device as per The Dogg's (the original poster's) problem. I.e., the 'Restricted Mode' option is missing entirely from the Navigation page in Settings. Changing such a DS51 to Dezl 580 only changes the data regions of the firmware and it's already been shown early in this thread that restricted mode isn't controlled by those regions or region 16 (logo). Another member has stated in Post #17 of this thread that you need a copy of region 139 from a 'normal' DS51. Provided that your DS51 has the exact same hardware as dezl 580 (same board, i.e. matching PCB P/Ns, and same screen model numbers, etc.) then a conversion will be likely possible and safe however if region 139 is indeed the controlling region it's unlikely that a conversion will show then the restricted mode *** region 139 is not changed during conversion.

where you can find those regions ? , i mean how you exsport region from Garmin ?
.... and region or reg_139 is about the Garmin name ... i mean you can rename a Garmin Drivesmart51 into dezl 580 using the file reg_139, so this region is nothing to do with the function "restriction mode"

maybe it's like @ B1ng0 says , but you can try it , IMPORTANT you give attenction ad read well my istructions ... so do it step by step !
first go to your PC and do this:
go to "Control Panel" then go to "Appearance and Personalization" and then to "Show hidden files and folders"
now on windows you have opened a new window, here you have to:
1. select the item: "show hidden folders, files and drives"
2. uncheck the item "hide protected system files (recommended)"
then turn on your Garmin and press volume icon on Garmin, then press the top right corner of the display, still in the volume adjustment screen and lookm this pics:
so now you can connect your Garmin to PC and go to my computer resources and enter to the internal memory of your Garmin, here you will find the .System folder
enter to the .System folder and delete the file: GUPDATE.GCD, then disconnect your Garmin to Pc and and keep it switched on and connected to your home charger
Now you take a micro sd of 1 or 2 gb at most, no bigger ... you can also use a bigger sd but you have to resize it up to a maximum of 2gb
download this:
use folder: DriveSmart 51 to Dezl 580 inside download
so format the micro sd into fat32 and copy the folder Garmin inside this micro sd ... i mean open the folder" DriveSmart 51 to Dezl 580" from download and take and copy the folder Garmin to your micro sd
now your Garmin IS TURN ON and under charging ... so put micro SD inside your Garmin and wait until il reboot ...after your Garmin reboot then you can remove your micro sd

You can dump regions from a device using SD method using 'rrgn' command and also write to a device's regions using 'xrgn', but you'd already know that so i'm unsure what else you're asking. That's not to say that all regions can be dumped from one device and then safely written to another even if they are the exact same model as some regions are UID specific.
I don't know if any of that's correct about rgn139, i was only referring him to what another member (gpsgarmin) stated in .
Again, not me saying it. All i can say for sure is that if he has an ex-hire car device like owned by the OP then the disabling of Restricted Mode is not in the firmware regions (14, 127, 158) or the logo region (16). Maybe Post #17 info is correct, i don't know. However it seems quite certain that the mode is being controlled by some region's data. It highly unlikely to be a hardware limitation and it's certainly not by firmware either.
